DVERT ReferralGuidelines for Referring Individuals to DVERT: Any person(s) in the 4th Judicial District, which encompasses the El Paso and Teller Counties in Colorado, can refer a case for consideration. There is a space allocated for Social Security Numbers on the referral form, however, this information may be phoned in to DVERT at (719) 444-7812 so as it is not sent out over the internet. Completing the DVERT Referral: A referral should be filled out to include information about both the offender and the victim, as well as any children in the household. The Domestic Violence History and Injuries/Behaviors sections of the referral are pertinent and assist the DVERT team in determining the risk-for-lethality. The Comments section allows for the referring party to express concerns and any expectations of the DVERT team. DVERT Action Taken Following Acceptance of a Referral: When a referral is accepted into the DVERT Intensive caseload, it is flagged by names and addresses at law enforcement’s computer-aided dispatch centers. Officers dispatched to these addresses are alerted to the DVERT status of the case, and when probable cause of a domestic violence incident exists, a DVERT on-call primary team is alerted. At the scene, members of the DVERT team will provide advocacy and support for adult and child victims, and will ensure containment of the offender. For these high-risk cases, the safety of victims and the containment of offenders are paramount. Intensive, confidential advocacy is provided through home visits, phone contacts, safety planning, court support and call-outs. Safety and risk assessment is provided with all children to include safety planning with children and caregiver(s), communication with schools, parent education and other interventions. Referrals to other organizations including TANF, Supervised Parenting and Exchange (CASA), domestic violence education groups and counseling (T·E·S·S·A), housing, child care, food stamps, food banks, legal services, military support services, Red Cross Shelter, safehousing, faith groups, culturally specific advocacy agencies and other community resources. Increased offender containment through officer contact, enhanced investigation, monitoring of calls-for-service, coordination with probation, weapons seizure and increased communication with partners regarding containment. Enhanced prosecution of cases to include higher bonds. Provision of 24-hour on call response team, including a detective, confidential victim advocate and deputy district attorney, to assist on scene at new domestic violence incidents on the DVERT active caseload.
